NOTE FROM YOUR TOP SERGEANT

  The purpose of this newsletter is to keep the members of our battalion informed of what is going on, what will be happening in the future, and information on how to make our battalion better.

  Promotion of SFC Richey to Master Sergeant (MSG)

  On 8 November, SFC Rick Richey was promoted by BG Krumwiedi to Master Sergeant.  MSG Richey's promotion is richly deserved and a long time coming.  His dedication to improving our Battalion through his leadership and training has greatly benefited the battalion.  "Well Done, Rick"

   To those who helped in this event, my thanks for a "Job Well Done".   The Chief of Police was extremely grateful for our assistance and complemented us on our professionalism and devotion to duty.  Our assistance allow him to put more officers where the crowds were and by their presence ensured the event was a safe and enjoyable event for all who visited the event.

    In addition, we had a total of 6 personnel who completed the recruiters lead form and 1 who initiated a enlistment packet.  All we have to do now is close the deal by getting them to our meeting and convincing them to join our truly outstanding battalion.

 

 

    1st Battalion and SCSG Missions

 

    As most of you know, I have been a strong advocate that our training should be mission orientated and relevant to what we could be reasonably expected to perform.  In addition to mission training we must also include topics from the SCSG Soldiers Manual and State Guard Values training.  With 8 hours of minimum training time each month (96 hrs a year) plus special exercises such as Field Training Exercises (FTX's), there is plenty of time available to develop mission ready soldiers to perform the takings listed below.  The major problem (as I see it) is the development of a comprehensive mission training plan, development and procurement of materials to teach specific skills related to the missions we are assigned.

 

 

 

 

1)    Adjutant General Regulation 10-4 STATE DEFENSE FORCES, NATIONAL GUARD BUREAU AND STATE NATIONAL GUARD INTERACTION

3)    SC Emergency Operations Plan – Annex 19 Military Support,  South Carolina State Guard

4)    SC Emergency Operations Plan – Annex 18 Donated Goods and Volunteer Resources - State Guard

5)    SC Emergency Operations Plan – Annex 14 Long-Term Community Recover South Carolina State Guard

 

1.        Supporting civil authorities in ((1))

a.    maintaining public safety and order and supporting civil authorities performing essential services [protecting essential resources and facilities.]

2.        Small, trained teams, capable of meeting the needs of local authorities((1))

a.    during short-term emergencies or

b.    during the initial phase of a longer-term emergency,

c.    Based on agreements approved by The Adjutant General and The Commander, SCSG.

3.        Providing assistance to local law-enforcement agencies((1))

a.    based on agreements specifically approved by The Adjutant General and The Commander, SCSG.

4.        Support to SCARNG units during ((1))

a.    The transition to active duty (mobilization) or

b.    during mobilization exercises simulating such transition, (and) including

c.    assumption of responsibility for armories upon departure of SCARNG units.

5.        Develop and execute a plan for

a.    Training members of the SCSG in a volunteer, non-pay, state-duty status for military support to civilian authority missions.

6.        Training exercises with county, city, and other local disaster relief and law enforcement authorities.

7.        Community relations programs include such activities as

a.        liaison and cooperation with organizations and associations;

b.        participation in public events and official ceremonies; open houses;

c.        cooperation with government leaders and community leaders, including training exercises,

d.        logistic support to parades and inaugural ceremonies;

e.        support to fund raising events;

f.          Providing exhibits at fairs, expositions, carnivals and shopping centers.

8.        Provide an adequately trained and organized State military reserve force capable of

a.    accomplishing those State emergency responsibilities normally assigned to the National Guard, when

b.    That force is federalized or otherwise not available to the needs of the governor. 

        ( i.)       Current DA doctrine, regulations, and training programs should be used as a guide to develop these training programs when 

               possible. 

     (ii.)   Single standard of individual proficiency should form the basis of all instructions within the unit in order to ensure members of the 

                unit will receive essentially the same training. 

       (iii.)    Contemplated internal security and emergency assistance missions should be a factor in determining the type and degree of 

                special training required. 

9SC Emergency Operations Plan – Annex 19 Military Support,  South Carolina State Guard

a.    Identify, train, and assign SC State Guard personnel to maintain contact with and prepare to execute missions in support of ESF-19

      during periods of activation.

b.    Provide personnel support.

c.    Submit copies of all tasking to the SC JOC.

10.     SC Emergency Operations Plan – Annex 18 Donated Goods and Volunteer Resources - State Guard

a.    Identify, train and assign personnel to maintain contact with and prepare to execute missions in support of ESF-18 during periods of

     activation.

b.    Provide personnel at Welcome Centers to assist truck drivers of donated goods with information concerning location of ACS

      warehouse, etc.

c.    Provide State Liaison at the ACS warehouse.

13.     SC Emergency Operations Plan – Annex 14 Long-Term Community Recover South Carolina State Guard

a.    Identify, train, and assign personnel to maintain contact with and prepare to execute missions in support of ESF-14 during periods of

     activation.

b.    Assist with recovery and mitigation tasks as outlined in Annexes 2, 18, and 19 of the South Carolina Emergency Operations Plan.
